Default i want to make techno/ electronica music on my computer?

ive been looking online....is there anything i can download onto my computer so that i can make this kind of music and then put it on a cd??

Well, if you arrange, sibelius has its pre-mix techno samples you can use. Also, GarageBand is excellent! but it's for mac only. but i think you can use garage band on windows also.
