Both. There are still skilled musicians out there. Lots of great bands with music reminiscent of the 70s, the 80s etc.. Most don't share the same fame as Justin Bieber but they're out there.
If the question focused specifically on mainstream/"popular" music I'd say generally worse as far as my tastes go.
Something to keep in mind is that music isn't marketed to people who care about music, its marketed to those who don't. Thats one of the biggest differences between it and any other form of media.
