I would steer clear of bearshare and other limewire type places, you can always get caught on those for downloading songs. Emusic is a good one or you can see a list of places here:

There is no such thing as a perfectly safe downloading site. For high quality files then nothing can compare to torrents, I would download a client program(eg. u-torrent), and then visit one of the many good sites out there. There are some sites that have encrypting software which allows all the files to read as data instead of music/media etc., those are about as safe as you can get in this world of downloading now. I love the torrents, they have so much good content that it blows limewire away.
