Want to setup an internet radio station...?

It needs to be a free service.
Live streaming is a must, automated would be nice.
It'd also be neat if whatever solution could read/playlist ID3 tags.

I'm most comfortable with WinAmp as a base player but can easily work around that.

Any ideas?
